Job Title:Physical Scientist (Environmental) (RECENT GRADUATES)

This position is located in Region 5, Great Lakes National Program Office, Technical Assistance & Analysis Branch in Chicago, IL.
At the entry level of this position, you will:

- Serve as the Project Officer (PO) and provide management for one or more of the contracts. Provide technical guidance to project managers in reviewing work plans and budget, and assist them in resolving complex environmental science issues.

- Review and analyze environmental and scientific data and information, including the work needed for assessment, feasibility, and design for remediation of contaminated sediments at assigned Great Lakes Legacy Act (GLLA) sites.

- Provide a scientific, technical and analytical review of GLLA Project Managers statements of work required to be performed by engineering/design and remediation contractors. Develops the contractual strategy to be used in the procurement of specific scientific engineering/design and remediation services.

- Develop and maintain a database or tracking system to ensure effective utilization of contract dollars and hours. Formulate and implement a management plan for contracts, which includes all aspects of program management.

**YOU MUST MEET ALL RECENT GRADUATES PROGRAM REQUIREMENTS BY THE CLOSING DATE**
To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-5 level defined as assessing the impact of emissions on ambient air quality OR 1 full year of graduate level education; OR superior academic achievement degree in the academic discipline as described below.

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-7 level defined as applying environmental control technology methods to analyze air quality samples OR master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline

Recent Graduates who have completed all course requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution or technical education program within the preceding two years. Preference eligible veterans unable to apply within two years of receiving their degree due to military service obligation may apply up to six years after degree or certification

Job Title:Environmental Engineer/Physical Scientist (Env)
This position is located in Region 5, Superfund Division, Emergency Response Branch #2, Contracts Management Section in Chicago, IL.
At the entry level of this position, you will:

- Plan, develop and manage technical contracts ranging from mission-oriented contracts for technical assistance and information data systems to time-and-material contracts for hazardous waste cleanup services in accordance with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA) and the National Contingency Plan (NCP). Manages remedial/ removal portion of the Superfund (SFD) Comprehensive Accomplishments Plan (SCAP).

- Advise On-Scene Coordinators (OSCs) on the proper documentation of site activities in support of response actions. Review Regional submissions to assure that they are proper and consistently precise to support methods, procedures, finding and conclusions concerning specific site cleanups. Use analytical methods and techniques to analyze a wide range of scientific, engineering, legal, environmental protection, and/or environmental management issues.

- Perform technical evaluations of proposals in accordance with the Agency’s source evaluation and selection procedures, applying extensive knowledge of laws and regulations. Evaluate technical proposals, evaluates best and final offers and evaluates cost proposals to determine cost realism.

- Serve as Contract Project Officer (PO) ensuring all Regional removal and remedial activities are carried out in accordance with Agency policy and the NCP. Monitor contact capacity, review and approve all invoices, participate in work assignment/task order distribution among all contracts and determine the number of contract options to be exercised to maintain contractor support.

- Provide guidance on EPA policies, guidelines and procedures regarding procurements and contracting mechanisms. Prepare bi-annual and annual performance reviews of the contractors.

- Provide guidance and direction to the Remedial Project Managers (RPMs) and to the contractors on EPA policies, guidelines, and procedures regarding procurements and contracting mechanisms. Advise on the determination and allocation of award fees, including compiling and reviewing all performance evaluation documentation.


To qualify for the GS-11 level, you need to have at least one year of full time experience defined as working knowledge of administering contracts, experience in remediation and enforcement of hazardous waste sites OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline
